The VIPER Team must work alongside BILLY DENVER, a young, hotshot trainee who pilots the WINDSTORM, a slick, Viper-like motorcycle. The team is unaware that the Windstorm is being considered as a replacement for the Viper. When GLORIA RAFFERTY & THEODORE BARNSFIELD hijack a number of armored cars to pull off the grand daddy of all armored car heists, it's the VIPER Team that has to put an end to the crime spree. Denver is chastened by his experiences, and the Feds realize they can't afford not to maintain the Viper's budget.
Frankie is able to identify one of the men, Ray Walker, from pictures Denver took with his motorcycle's onboard camera. Walker is a suspect in several robberies, including one for which Gloria spent time in jail. Meanwhile, Gloria, Walker, and the second man, Theodore Barnsfield, accost an armored van, allowing Barnsfield to download route information from its computer.
Frankie researches Gloria's prison logs and finds a regular visitor and two addresses leased to that name. Denver races to investigate one of the locations while Cole and Westlake take the other. Meanwhile, Barnsfield and Gloria turn on Walker. Denver, too impatient to wait for backup, rushes in to find Walker dead.
Frankie realizes what's behind Denver's arrogance -- their superiors are setting up Wind Storm to be a cost-efficient replacement for the Viper team. But there's no time to confirm his fears. A blurry photo of Barnsfield from the Wind Storm's faulty camera identifies him as a computer hacker -- and the one who visited Gloria in jail. Realizing that he was obtaining route information from the armored van, they learn that twenty million dollars is scheduled to be transferred the next day at the Metro Depository.

slip past the Depository gate and disable the guards. Just then, Denver
roars into the loading dock. The two thieves fire useless shots at the
Wind Storm's protective shield, but when it begins to malfunction, they
gain the upper hand. Cole and Westlake arrive in the Defender, and Barnsfield
tries to escape. Cole stops him just as Westlake prevents Gloria from shooting
Denver. After considering the recent events, it's determined that neither
the Wind Storm nor Denver is ready for action.
